Independent National Monitoring Mechanism on the Convention on the Rights of Persons with Disabilities

The National Ombudsperson, Rosario Piedra Ibarra, and the heads of the 31 public human rights organizations that make up the Plenary of the General Council of the Independent National Monitoring Mechanism of the Convention on the Rights of Persons with Disabilities, held the Ordinary Session of the General Council in the framework of the commemoration of the International Day of Persons with Disabilities.

In front of the attendees and Elías Manuel Camargo Cárdenas, president of the State Human Rights Commission of Baja California Sur, Piedra Ibarra emphasized in his message that no other international human rights instrument contains the provisions that the Convention imposes on the States Parties in its Article 33, with the establishment of a mechanism for its implementation and a monitoring mechanism, a task that is entrusted to public human rights organizations.

He raised that and regional presentation of the First Report of the Independent National Monitoring Mechanism, with the actions carried out by all the Monitoring Mechanisms throughout 2018 and 2019, in terms of promotion, protection, supervision and dissemination of the rights of persons with disabilities.

This Report is also the first exercise of this nature in our country and a reference document for civil society, as a must-read for the authorities of the three orders of government, as it shows the challenges still faced by persons with disabilities in all entities.

The members of the National Mechanism approved sending this First Report of the Independent National Monitoring Mechanism 2018-2019 to the Committee on the Rights of Persons with Disabilities, the body in charge of supervising the implementation of the Convention in this matter.

Three proposals for exhortations on relevant issues regarding the human rights of persons with disabilities that the Independent National Monitoring Mechanism will send to the competent authorities were also approved:

– Exhortation for the creation of the General Accessibility Law proposed by the National Human Rights Commission. – Urge for Web Accessibility proposed by the Human Rights Commission of the State of Coahuila. – Exhortation for the Labor Inclusion of Persons with Disabilities proposed by the Human Rights Commission of Jalisco.

The work carried out and approved by the General Council will be presented at the next session of the Governing Commission of the Independent National Monitoring Mechanism, to be held in February 2021, for its proper implementation and execution.
