State government websites are not up to date

  •  CNDH urged to keep the publication of state laws up to date.

The National Human Rights Commission (CNDH) urges the state governments to keep the publication of their laws, which they publish in newspapers and official gazettes and disseminate on their websites, up to date. This is so that society has timely knowledge of the regulations, powers and areas of competence of the states, as well as so that this National Commission may collaborate with the public authorities, through the exercise of the power to promote actions of unconstitutionality, to consolidate a legal order that observes and guarantees human rights in an unrestricted manner.

The agencies in charge of newspapers and official gazettes are the organs of the governments of the federative entities that fulfill the function of publishing laws, regulations, agreements, circulars, orders and other ordinances and acts issued by the local powers, with the purpose of informing society about their content so that they may be duly observed and applied in their respective areas of competence. However, the CNDH has identified that, in some cases, the internet portals of the newspapers and official gazettes are not updated, and in others, the untimely publication of the norms on the electronic pages of the official newspapers prevents them from being examined with the rigor and depth required to verify whether we are facing possible violations of fundamental rights.
