Upon presenting the National Diagnosis of Penitentiary Supervision (DNSP) 2020, the president of the National Human Rights Commission (CNDH, Rosario Piedra Ibarra, called on Mexican State institutions, in the exercise of their functions and according to differential, specialized, gender perspective and intersectional approach, to respect the rights of persons deprived of liberty, and guarantee their access to all those services that allow them a dignified life in prison and favor their social reintegration, without corruption, distinction or privileges.

The CNDH’s president said that the DNSP allows observing the measures implemented to prevent, attend and/or mitigate COVID-19 contagions inside jails. During its implementation, the Institution’s personnel supervised that such actions did not limit human rights or restrict the services to which persons deprived of liberty are entitled, in addition to the fact that when it detected situations that put their integrity at risk, it requested their urgent attention.

Finally, Piedra Ibarra recollected that since the beginning of her administration she has reiterated to the CNDH personnel that “within our functions, we must be close to the victims and those who could, given their conditions, be in a greater situation of vulnerability, to sustain and maintain at all times direct contact with them and be empathetic to their needs and alert and act diligently before any risk that violates their human rights”.
