CNDH Remains Attentive to the Implementation of the Voting Pilot Test for People in Pretrial Detention

The polls will be held in various Federal Social Readaptation Centers in our country by the INE on May 17 and 18.

During the anticipated election day in the Federal Social Readaptation Centers, this National Human Rights Commission (CNDH) noticed that, although it was contemplated that the polls would be held on May 17, 18 and 19 de mayo, out of the five centers, four have already concluded the electoral activities programmed as of yesterday, May 17, according to the population that was elected.
It is important to specify that, without invading or interfering in any of the activities that took place yesterday, the CNDH, based on its attributions, autonomy and prior knowledge of the authorities of the federal penitentiary system and the federal centers that were visited, carried out its functions of prisons supervising, based on the provisions of Article 6, section XII of our Law, and did not have any contact or communication before, during or after the day with the persons in pretrial detention who exercise their right to vote, nor with the public servants in charge of the implementation of this electoral test.

Therefore, this CNDH agrees that a tangible way to achieve a sense of belonging and responsibility with society is the right to vote, understood as the right to have a voice regarding who will make decisions of public interest, which is a fundamental part of democracy; that each person has the right to vote and that their vote counts. Hence, it is necessary to ensure that persons deprived of liberty enjoy, in equal terms with the rest of the population, the necessary security measures to exercise their right to vote in a free, informed and secret manner.
