Protecting migrants in Piedras Negras, Coahuila.

CNDH requests precautionary measures in favor of migrants housed in the Public Detention Center.

During the working visit carried out on June 24, 2021 by CNDH staff to the aforementioned facilities, it was noticed the presence of thirteen foreign persons detained and housed in an undignified manner, since the Detention Center was in unhealthy conditions, there was a total absence of cleanliness in the cells, with garbage, dust, clogged toilets and the presence of fecal waste and urine. In addition, there was no natural ventilation or artificial climate, so the temperature was perceived to be very hot. In addition to the above, the existence of noxious fauna such as cockroaches and rats was noted, and most of the cells emitted a foul odor.

Given these facts, the National Commission requested the INM to solve the problem of overcrowding, reducing the population to the capacity established for the migratory station, seeking possible alternatives that are respectful of the human rights of persons in the context of migration, and accommodation in dignified conditions that provide comprehensive attention to their particular needs for personal safety, health and food. Regarding the HIV carrier, it was requested that she be provided with the medical attention and treatment she requires in accordance with her condition.

The precautionary measures have already been notified to the authorities, and the CNDH will remain attentive to their response and, if accepted, will follow up on their implementation and compliance.
