Government of Jalisco must guarantee justice, truth and non-repetition

  • Recommendation accredited acts of sexual violence committed against more than 40 students in an educational center.

The National Human Rights Commission (CNDH) demands the Governor of the State of Jalisco, Enrique Alfaro Ramirez, to abide by Recommendation 40VG/2020, issued in December of last year by this Autonomous Body, in which acts of sexual violence committed against ten girls and five boys, as well as at least 43 students, whose identities could not be established, in the educational center, “Fray Ruiz Cabañas y Crespo”, located in the municipality of Chapala, were accredited. After the state governor recently declared to the media that he was unaware of the aforementioned Recommendation, the CNDH requests that truth, justice and non-repetition of the acts prevail in this case, in addition to full compliance with the recommendation points in which, among other points, the authorities of the entity, in coordination with the Executive Commission for Attention to Victims (CEAV), are requested to fully repair the damage caused to the parents and/or those who exercise parental authority over the minors, through fair compensation and that their names be registered in the National Registry of Victims. Last December 11, the Government of Jalisco sent a document to this National Organism with the acceptance of the acts claimed, affirming to abide by what was established in said Recommendation and assuring that “we come before this Commission, to accept the totality of the recommended points, with the clarifications that will be made in a particular way in each one of them”.

It should be noted that, in this particular case, the CNDH accredited the responsibility of three public servants of the Ministry of Public Education of Jalisco in the facts and serious violations to the due administration of justice and to the truth, attributable to the personnel of the Attorney General’s Office and of the Jalisco Institute of Forensic Sciences in relation to the issuance of expert opinions.
