NHRC emits two Recommendations to IMSS for inadequate medical attention

Protection of Health, Life, the Primary Child Protection and Access to Health Information.

The National Human Rights Commission (CNDH) emitted Recommendations 05/2021 and 07/2021 to the General Director of the Mexican Social Security Institute (IMSS), Zoé Alejandro Robledo Aburto, for the inadequate medical attention provided to two patients at the General Zone Hospital No. 24 (HGZ-24) of that Institute in Mexico City and at the Prospera Rural Hospital No. 36 (HRP-36) located in Tlacolula de Matamoros, Oaxaca, respectively. In the first case, an adolescent, with a chronic renal history, went to the Emergency Department of the Hospital General de Zona No. 24 when he presented respiratory difficulty and palpitations of four hours of evolution, being diagnosed with respiratory failure and hypertensive emergency; however, he received treatment an hour and a half later, which caused him to suffer a cardiorespiratory arrest that finally resulted in his death.

In the second case, this National Commission accredited that personnel of the Hospital Rural Prospera No. 36 (HRP-36) of this Institute in Tlacolula de Matamoros, Oaxaca, failed to take the corresponding measures to guarantee the reparation of damages to a person who was provided with inadequate medical care.

Therefore, the CNDH requests the General Director of the IMSS, in coordination with the Executive Commission for Attention to Victims, to make full reparation for the damages caused to the victims and relatives of the deceased adolescent, including fair and sufficient compensation for the medical malpractice; to register them in the National Registry of Victims and provide them with psychological and thanatological care, in addition to giving a comprehensive course on training and education in human rights to health personnel.
