People in the context of migration are housed in undignified and overcrowded conditions.

During the working visit carried out on June 24, 2021 by CNDH personnel to the aforementioned facilities, the presence of thirteen foreign persons detained and housed in an undignified manner was warned, since the Detention Center was in unsanitary conditions, they had a total absence of toilet in the cells, with garbage, dust, covered toilets and with the presence of fecal waste and urine. In addition, there was no natural ventilation or artificial climate, so the temperature was perceived to be highly hot. In addition to the above, the existence of harmful fauna such as cockroaches and rats was noticed, so that most of the cells show off a foul smell.

In view of these facts, the National Commission asked the INM to solve the problem of overcrowding, reducing the population to the capacity established for the migrant holding centre, seeking possible alternatives that respect the human rights of persons in the context of migration, and accommodation in dignified conditions that pay comprehensive attention to their particular needs for personal security.  health and food. With regard to the person with HIV, it was requested that he be given the medical attention and treatment he requires according to his condition.

The precautionary measures have already been notified to the authorities, so the CNDH will remain attentive to their response and, if accepted, will monitor their implementation and compliance.
