Public Apology from SEMAR, Government of Tamaulipas and Nuevo Laredo.

Addressed relatives and survivors of enforced disappearances and extrajudicial killings that occurred in 2018.

On April 21, 2020, the Semar accepted the recommendation 36VG/2020 issued by this body.

As part of the actions to comply with the same, last April 9, the Attorney General’s Office (FGR) executed an arrest warrant against 30 naval elements and carried out the due and corresponding investigations with a resolution in accordance with the law.

“The Secretariat of the Navy-Mexico offers a public apology; this institution of the Mexican State, deeply regrets this situation, for which it is committed to continue collaborating extensively with the authorities and as well as exhausting each and every one of the necessary resources within the scope of our competence implementing measures towards full access to justice for the good of Mexico”: Rear Admiral Ramiro Lobato Camacho.

The Office of the United Nations High Commissioner for Human Rights (UN-HCHR), hoped that the participation of the Ministry of the Navy in this public apology “sets a positive precedent in favor not only of the accountability of the armed forces, as it is the first time that they recognize their responsibility in an event of this nature, but also of their contribution to the reparation of the victims of human rights violations committed by their elements and of measures of non-repetition”.
